Dr. Francisca Beer

Dr. Francisca Beer brings extensive experience spanning financial strategy, strategic planning, organizational leadership, leadership development, research, and executive administration.
A Professor of Finance at California State University, San Bernardino, she has also held senior leadership roles including Assistant Dean, Associate Dean, and Interim Dean of Graduate Studies. Her work has included financial and resource stewardship, strategic program development, grant leadership, research and evaluation, and the design and implementation of initiatives supporting organizational and individual performance.
She holds a Ph.D. in Finance, a graduate degree in Computer Science, and a master’s degree in Commercial Engineering. She has published more than 50 works across finance and business disciplines, and her contributions to research, innovation, teaching, leadership, and mentorship have earned numerous honors, including the CSU Faculty Innovation and Leadership Award and a Faculty Mentor Award.
Francisca brings a rigorous financial and analytical perspective to complex organizational decisions, paired with deep experience developing leaders, evaluating strategy, and translating ideas into sustainable programs.

Ambre Starzyk is a healthcare executive whose career has spanned dermatology, orthopedics, and reproductive health, with deep experience leading complex ambulatory operations, organizational transformation, workforce strategy, patient access, and performance improvement.
She currently serves as Vice President of Patient Services for a multi-site reproductive health nonprofit in Southern California, where her work encompasses ambulatory operations, access and capacity, workforce strategy, patient experience, organizational design, performance improvement, and strategic implementation.
Her strength is translating organizational priorities into operating reality — aligning people, processes, capacity, and accountability so organizations can improve performance and execute through change.
Ambre brings an operator’s perspective to advisory work: practical, implementation-minded, and grounded in the realities of leading healthcare organizations through growth and change.
